If you want to install factory shoulder belts on your 1967 Cougar or Mustang, you need to install these shoulder belt brackets. It's a threaded block inserted into the clip that holds it in place. 67 Cougars and Mustangs didn't come with shoulder belts, but the raised area where these brackets attach is still present.
