The 289 used a transverse muffler with hangers on either end and dual exhaust was not an option. The 289 Cougars for 1967 also did not use a tail pipe hanger like their 390 brethren did, the tail pipes were free hanging. We have observed in the many 1967 parts cars in our yard that many Cougars have had an after market tail pipe hanger installed at some point. Many Cougars have a hanger welded or bolted to the passenger side tie down bracket.

Even though the photo shows a chamfer where an exhaust donut would go, the proper 1967 manifold would have been cast flush, and a butterfly spacer would have been used.
