This 1/2" tall unique little screw was used on several different trim parts on the early Mercury Cougars. In 1967 - 1968 there were eight per wheel lip moulding, two per fender extension moulding, two per center grille moulding and five per hood lip moulding for a total of 50 screws. In 1969-1973 they were used on the wheel lips mouldings. The 1971 - 1973 hood lip mouldings used the same screw but it was 5/8" tall.

Your OEM mirror controller is made of a very soft metal so one can often install these as "self tapping".1967 and 1968 are different, see comparison picture.
