We think that this jumper or adapter wiring lead, was used in 1967 when the Neutral safety switch changed from two separate plugs to a single square 4 combination plug. There could have been an overlap where the plug from the firewall to the 14401 main under dash harness changed to the single square 4 combination plug. We have also observed the two separate neutral safety switch plugs plugged directly into the updated square 4 plug. 

These courtesy light brackets are located on the very outer right and left under the dash. Typically this bracket is found on the driver side of all 1967-68 Mercury Cougar and Ford Mustang.
