This plate attaches the 3/8" steel fuel line under the driver's side rear torque box, as it makes its way from the rear frame rail out to the rocker area. It acts both as a mount and as a protector from road debris. These were used on late 1967 to 1968 Cougars and Mustang with the 3/8" fuel line. Early 1967 cars had smaller 5/16" fuel line, and different routing (through the transmission tunnel), and did not use this part.
