This is a Pitts manufactured pulley and clutch assembly with a pulley diameter of 6-5/16", a clutch diameter of 5-3/16", and an overall thickness of 1-1/2 inches. Ford part # C9AA-2981-D1. This air cleaner assembly never came from the factory on any Cougar, but was an over the counter option available from your Ford dealer.
