This one in, one out design was unique to the early 1967 Cougar for the headlights. Also found on vacuum controlled options like the 1967 Mustang Cougar tilt / tilt-away steering column. If your Cougar came from a region that uses road salt your buckets are probably rusted in the corners or worse.
