Used plastic sheath that covers the bolted buckle end of where your shoulder belt attaches to the roof section of your car. Sometimes when removing the bolt from your shoulder belt, this sheath will tear if the plastic has become stiffened. Although it does not affect it's usage, sometimes it's best to simply replace it.
NOTE: To remove this sheath, you will have to pull some slack from the seat belt up through the opening at the top in order to push up on the sheath to access the bolt, as pictured above.
